He may not be the biggest but Lance Armstrong is my vote for most dominant athlete in any sport over the last decade. He overcame insurmountable odds to win 7 Tour de France titles between '99 and '05 and raised the level of awareness for the sport of cycling. He created an extremely successful foundation to give people the tools and help they need to battle cancer and "live strong".
